Business Groups Push to End Project Labor Agreements, Citing Cost Concerns
A coalition of business groups, led by the Associated Builders and Contractors (ABC), has formally urged President-elect Donald Trump to eliminate federal mandates requiring project labor agreements (PLAs) on large-scale construction projects. These agreements, which apply to federal contracts exceeding $35 million, have long been a point of contention between industry groups and organized labor.

PLAs are pre-hire agreements that set terms for wages, work conditions, and dispute resolution on federal construction projects. Supporters, including labor unions, argue that these agreements standardize labor practices, ensure quality work, and prevent labor disruptions. However, ABC and its allies claim that PLAs inflate project costs, discourage non-union contractors from bidding, and create barriers to fair competition.
In a letter to Trump’s transition team, ABC and other pro-business organizations contend that PLA mandates drive up expenses by as much as 20% by restricting bidding to firms that agree to union-friendly terms. They argue that scrapping the rule would open the market to a wider pool of contractors, fostering competition and efficiency.
The debate over PLAs has been a recurring policy battleground. Under the Obama and Biden administrations, executive orders encouraged the use of PLAs on major federal projects, while Trump previously rolled back these policies during his first term. If Trump follows through on industry demands, it could mark a major shift in federal procurement policies, potentially reducing union influence on public infrastructure projects.
While labor unions warn that removing PLAs could lead to workforce instability and lower wages, business groups maintain that a free-market approach would ultimately benefit taxpayers and small construction firms. With Trump’s inauguration approaching, the administration’s stance on PLAs will likely be a key indicator of its broader labor and economic policies.
Summary:
The Associated Builders and Contractors (ABC) and business groups have urged President-elect Donald Trump to eliminate project labor agreements (PLAs) on large federal contracts. They argue that PLAs inflate costs and limit competition, while unions defend them as vital for stable labor conditions. Trump’s response could reshape federal contracting and labor dynamics.
